Participation of José Manuel Barroso, President of the EC, in the EP plenary session

José Manuel Barroso, President of the EC, participated in the plenary session of the EP which focused on the Annual Growth Survey 2014. The President made a statement on Ukraine on this occasion. He notably stated that a lasting solution for the political and institutional crisis could only be achieved through an inclusive transitional government that respected different political and regional sensitivities, and through constitutional reform and democratic elections as foreseen by the agreement of 21/02/2014. José Manuel Barroso added that Ukraine's unity and territorial integrity needed to be respected.
The President then participated in the launch of high-level group on own resources, with Antonis Samaras, Greek Prime Minister, and Martin Schulz, President of the EP. In the course of negotiations on the Multiannual Financial Framework (MFF) 2014-2020, the Commission was a strong advocate for reform in order to bring the own resources system closer into line with the provisions of the Treaty. This joint declaration of the three institutions showed that there was much scope for further exploration and analysis.
This group would study new ways to finance the European Union budget and it would study the ways to make revenue collection more simple, fair, transparent and democratically accountable. Mario Monti had been appointed Chairman of the group.
