Brussels European Council, 19-20/12/2013

José Manuel Barroso, President of the EC, Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, and the Heads of State or Government of the EU met in Brussels for the European Council hosted by Herman van Rompuy, President of the European Council.
During the joint intermediary press conference José Manuel Barroso notably stated that the unanimous political support reached between the Member States on the Single Resolution Mechanism (SRM) was a real breakthrough and showed the EU could make swift progress even when issues were complex and politically sensitive.
After the second day of meeting José Manuel Barroso welcomed the decisions of the European Council on the Security and Defence, saying that a strong and credible Common Security and Defence Policy (CSDP) was needed, so that Europe could play its full role on the world stage. This had to be underpinned by a competitive and efficient Security and Defence sector. Three main themes were developed in the discussions: a genuine internal market for Defence, a comprehensive industrial policy that created opportunities for all Member States and industries of all sizes throughout the EU and synergies between civil research programmes, Horizon 2020, and those co-ordinated by the European Defence Agency (EDA).
Speaking after the close of the European Council Summit on Friday, the President notably recalled the tragic events which took place at Lampedusa on 03/10/2013.
José Manuel Barroso then discussed the Eastern Partnership Summit and events in Ukraine. He reiterated that the EU remained committed to the signing of the agreement with Ukraine. The President eventually paid tribute to the work of the Member States, the European institutions and the Council Presidencies throughout the year 2013.
