Visit of Karel De Gucht, Member of the EC, to China
Karel De Gucht, Member of the EC in charge of Trade, went to Beijing where was held the 27th EU-China Joint Committee, the annual forum for the EU and China to discuss their trade and investment relations.
Karel De Gucht and Gao Hucheng, Chinese Minister for Commerce, co-chaired the 27th meeting which allowed to discuss the preparations for the launch of negotiations for a investment agreement with China. This is the first ever proposal for a stand-alone investment agreement since foreign direct investment became the exclusive competence of the EU under the Lisbon Treaty. They also discussed the following points: market access barriers in a number of sectors, licensing and market access issues in the area of financial and telecommunication services, and ways to improve the enforcement of, and cooperation on intellectual property rights. In addition the Joint Committee provided an opportunity to take stock of developments in Geneva regarding as both sides prepare for the WTO Ministerial in Bali in December 2013.
