European Council, 14-15/03/13

José Manuel Barroso, President of the EC, Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, and the Heads of State or Government of the EU met in Brussels for the European Council hosted by Herman van Rompuy, President of the European Council. The leaders had a substantive debate on the analysis of the economic situation during the Euro Area Summit which was held in the framework of the European Council. The most relevant point was that to achieve sustainable growth, increased competitiveness was needed.
During the joint final press conference José Manuel Barroso notably talked about youth unemployment. He underlined that the EC had moved quickly on the Youth Employment Initiative and already had made the needed proposals to make this Initiative a reality. He highlighted that there were simultaneously high levels of unemployment and skill shortages. For instance, the shortfall in Information and Communication Technologies (ICT) professionals could reach 900 000 by 2015.
The Heads of State or Government also listened to a presentation by the British Prime Minister on the G8. The three key priorities, the three "T's", were Transparency, Tax evasion and Trade. José Manuel Barroso made it clear that preventing tax evasion was a priority because everyone should pay their fair share of tax. On Trade he outlined that it was particularly important to restate the commitment to a strong multilateral trading system.
On Russia, the President concluded by saying that it was necessary to move from a partnership of necessity to a partnership of choice.
