Visit of a delegation from the Irish government to the EC

José Manuel Barroso, President of the EC, and the College of the EC hosted a delegation from the Irish Government led by Enda Kenny, Irish Prime Minister, and Eamon Gilmore, Irish Deputy Prime Minister and Minister for Foreign Affairs and Trade. Discussions focused on the Irish Presidency of the Council of the EU, due to start in January 2013.
Ahead of Ireland's seventh Presidency leaders agreed that the top priority had to be Growth, and discussed the Commission's proposal for a banking Union, the Multiannual Financial framework (MFF) negotiations and other priorities.
To be able to support growth at European level, Europe needed a budget that was fit for that purpose. Negotiations on the MFF had reached a critical stage, and the President said that neither Enda Kenny nor he wanted this to fall to the Irish Presidency to finalise. He added that the Taoiseach fully understood the value that the EU budget brought to Irish citizens and businesses.
Regarding the EC's proposals for a banking Union, José Manuel Barroso said that both he and the Prime Minister were determined to see the single supervisor in place as soon as possible, not least because it was an essential condition for the future European Stability Mechanism (ESM) to directly recapitalise banks.
Leaders also agreed on the importance of continuing to fight high levels of the youth unemployment. A priority would be to establish a youth guarantee scheme and a framework for vocational training before the end of the year 2013.
The President eventually paid tribute to the steadfast determination shown by the government and the people of Ireland to complete the EU/International Monetary Fund (IMF) programme.
