EU/Russia Summit, 15/12/2011

José Manuel Barroso, President of the EC, participated in the 28th EU/Russia Summit with Dmitry Medvedev, President of Russia, and Herman van Rompuy, President of the European Council. Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, and Günther Oettinger, Member of the EC in charge of Energy, were also present.
In his statement José Manuel Barroso outlined a number of issues on which real progress was made. He welcomed the accession of Russia to the World Trade Organization (WTO) saying that it opened new opportunities for trade and for the development of the EU/Russia economic relations.
On the successful conclusion of the negotiations in Geneva on renewed Government Procurement Agreement, the President stated that this was a significant contribution to the multilateral trading system which proofed the relevance of the WTO in particular in the economic climate at that time. This would lead to more trade and would benefit to all economies. José Manuel Barroso eventually announced the launch of "Common Steps towards visa-free travel", the full implementation of which could lead to the opening of visa-waiver negotiations. He highlighted that the goal was to have a visa-free regime between Russia and the EU.
