Brussels European Council, 09/12/2011

José Manuel Barroso, President of the EC, Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, and the Heads of State or Government of the EU met in Brussels for the European Council hosted by Herman van Rompuy, President of the European Council. Discussions focused on reviving the economy, focusing on stronger economic governance in the euro area and the discussion on possible Treaty change. Energy issues and the prospect of new countries joining the EU also were on the agenda.
During the joint press conference following the informal dinner of the Members of European Council José Manuel Barroso stated that an agreement to go forward for a new “fiscal compact” and strengthened economic policy coordination had been found. He explained that it was a decision of the Heads of State or Government of the euro area Member States and those that decided already to join, and added that the key was swift implementation. The President also welcomed leaders' commitment to examine swiftly the new rules proposed by the EC on 23 November 2011, namely those regarding the monitoring and assessment of draft budgetary plans, of the correction of excessive deficit in the euro area member states and also the strengthening of economic and budgetary surveillance of Member States experiencing or threatened with serious difficulties in respect to their financial stability in the euro area.
José Manuel Barroso congratulated the Polish Presidency of the Council of the EU for its impressive achievements during the final press conference. The EU leaders agreed to fast-track a programme of measures to boost growth and jobs. Important conclusions on energy, notably on the need for swift completion of EU internal energy market and the development of infrastructure, were also reached in this European Council.
The signing ceremony of the Accession Treaty of Croatia to the EU was held on the same day.
