Brussels European Council and Eurozone Summit, 23/10/11

José Manuel Barroso, President of the EC, Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, and the Heads of State or Government of the EU met in Brussels for the European Council hosted by Herman van Rompuy, President of the European Council. The 17th Eurozone Summit was held on the same day.
During the two press conferences which followed José Manuel Barroso stated that all Member States wanted the EU to stay very strong. He also recognized that more needed to be done in terms of coherence and integration in the governance of the euro area. The President sent a clear message to the European Council that the EU could and must do much more to deliver growth. He stressed that without growth the European citizens would not be confident in their future and in the future of the economies in Europe and outlined how it was possible to make the crisis an opportunity for renewal. José Manuel Barroso reiterated that decisive action of this week was essential if the EU was to continue to credibly lead the global response at the G20 of 03-04/11/2011 in Cannes.
The President then announced that the agreement to disburse the European contribution to the next tranche of financial assistance to Greece was defined. He emphasised that an ambitious reform of the European Financial Stability Facility (EFSF) was an essential element in fighting contagion. José Manuel Barroso also welcomed the good progress that was made on coordinated measures to ease bank funding and to ensure banks have significantly higher levels of capital. He remained confident that final decisions on all the elements of the comprehensive response would be taken on the occasion of the European Council of Brussels on 26/10/2011.
