Brussels European Council, 16-17/12/2010

José Manuel Barroso, President of the EC, and Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, participated in the Brussels European Council in the presence of Herman van Rompuy, President of the European Council.
The Heads of State and Government discussed on the first day the outline of a permanent mechanism to safeguard the financial stability of the euro area and a limited treaty change required to create such a mechanism. They also had an exchange of views on economic developments.
During the second day, Catherine Ashton briefed the European Council on recent work on strategic partners. The European Council also decided on granting Montenegro the status of candidate country.
