Brussels European Council, 13-14/03/08

The Heads of State and Government of the EU met for the European Council under the presidency of Janez Janša, Slovenian Prime Minister. The main focus was the launch of the new cycle of the renewed Lisbon strategy for growth and jobs (2008-2010); investing in knowledge and innovation; unlocking the business potential, especially of SMEs; Investing in people and modernising labour markets. They also discussed climate change, energy and the stability of financial markets. The Heads of State and Government confirmed the validity of the Integrated Guidelines for Growth and Jobs, and at the same time presented the essential points for the following cycle of the Lisbon Strategy. They called for the creation of the "fifth freedom" based on the free movement of knowledge, underlining the importance of creativity and small and medium enterprises for the future development of the European economy. Special attention was also paid to the notion of flexicurity in the social dimension of the Lisbon Strategy.
