Celebrations for the Enlargement of the Schengen Area

José Manuel Barroso, President of the EC, took part in the celebrations for the enlargement of the Schengen area which were held in Zittau, a town on the border of Germany, Poland and the Czech Republic; in Tallinn, by the sea in Estonia; Hegyeshalom, on the Austro-Hungarian border, and in Skofije-Rabuiese, on the Italo-Slovenian border. Nine new states joined the Schengen area on 21 December 2007: Estonia, the Czech Republic, Lithuania, Hungary, Latvia, Malta, Poland, Slovakia and Slovenia. Practical measures for free movement in a zone with no border checks were introduced for the first time with the Schengen Agreement in 1985 and then by the Schengen Convention in 1995, which abolished controls at the internal borders of the signatory States. The Treaty of Amsterdam, which came into force on 1 May 1999, integrated the ensemble of measures adopted under the Schengen umbrella into the legal and institutional framework of the EU. These measures are currently fully accepted by 13 Member States of the EU (the United Kingdom and Ireland are not part of the Schengen area), as well as two non-Member States (Norway and Iceland). Candidate countries must also satisfy the same requirements. The Schengen acquis regarding free movement of people goes in hand with the constant improvement of security measures, with the aim of guaranteeing safety inside the EU.
