European Council - Brussels 2007/06

The EU heads of state and government met for a European Council under the presidency of Angela Merkel, German Federal Chancellor. The central topic was the revision of the Constitution, and the need to establish a roadmap for this. Also on the agenda was the adoption of the euro by Malta and Cyprus, which had a positive outcome. After 36 heures of negociations, a reformed treaty was agreed on, which will be drawn up at the next Intergovernmental Conference (IGC) and which should come into force in 2009. The main decisions taken were: Double majority voting will not come into effect until 2014. However, until 2017, member states may request that a decision be taken in accordance with the current treaty of Nice. The Charter on fundamental rights will no longer be an integral part of the treaties, but will be made legally binding by a reference in the treaties, which will not apply to the United Kingdom. The new post of High Representative of the European Union for Foreign Affairs and Security Policy will merge the functions of the EU High Representative for the CSFP and the Member of the EC in charge of External Relations and European Neighbourhood Policy. The European Treaties will be reformed by an amending treaty which will contain no references to state-like symbols or an anthem. There will be a full-time Council President, who will chair the European Council for two and a half years. National competences will be strengthened. National parliaments will have eight weeks in which to raise objections against draft legislative acts, if these are felt to infringe national competences. The European Parliament and the EU Council of Ministers will in future have equal powers in deciding the EU budget. The number of Commissioners is to be reduced: by 2014 from 27 to 15.
