Brussels European Council, 15-16/12/2005

The European Council brought together the Heads of State or Government of the EU under the British presidency. José Manuel Barroso, President of the EC, and Benita Ferrero-Waldner, Member of the EC in charge of External Relations and European Neighbourhood Policy, took part in the Council. An agreement on the financial perspective for the period 2007-2013 was found. The United Kingdom granted the reform of the British rebate. Moreover, the CAP was renewed until 2013, and the European Council called on the Economic and Financial Affairs Council to concentrate on the question of reduced VAT rates at its January session in order to reach a final agreement on this question. The following agenda topics also were the subject of Council conclusions: EU/Africa relations, the overall approach with respect to migration problems, the fight against terrorism, employment and growth, sustainable development, climate changes and foreign affairs. Lastly, the European Council decided to grant an EU candidate statute to the former Yugoslav Republic of Macedonia.
