Brussels European Council, 04-05/11/2004

The European Council on 4 and 5 November 2004, the first meeting at this level during the Dutch Presidency of the European Union (EU), was an opportunity for Heads of State and Government of the Member States to exchange their views on the main developments at Union and international level. The European Council discussed in particular: the preparation of the Mid-Term Review of the Lisbon Strategy; the area of Freedom, Security and Justice; the "Communicating Europe" initiative, as well as the Treaty establishing a Constitution for Europe. It welcomed the new list of Members-designate of the Commission presented by José Manuel Barroso. The European Council met Iyad Allawi, Iraqi Prime Minister and discussed the developments in Iraq.
