Brussels European Council, 25-26/03/2004

The Brussels European Council on 25 and 26 March 2004, also known as the "Spring Council", was dedicated to the Lisbon Strategy and to the economic, social and environmental situation in the EU. The Heads of State or Government also examined the report on the Intergovernmental Conference (IGC) of the Irish Presidency and it was decided that an agreement on the Constitutional Treaty should intervene during the European Council of June at the latest. A declaration on the fight against terrorism was adopted and a number of questions concerning foreign policy were tackled: the peace process in the Middle-East, Iraq, Afghanistan, Serbia and Montenegro, Kosovo, Russia and the Côte d’Ivoire.
