Brussels European Council and Intergovernmental Conference, 12-13/12/2003
The European Council of Brussels on 12 and 13 December, under the Italian Presidency, approved the European Initiative for growth, reaffirmed in light of the Lisbon Strategy. Moreover, the Heads of State or Government expressed their positive views regarding the European Task Force report on employment, presided over by Wim Kok, and on the results of the work of the Extraordinary Tripartite Social Summit on 11 December. The revision of trans-European networks transport agreements was adopted. The results of the programme to establish a common area of freedom, security and justice were examined. The European Council welcomed the agreement on the creation of a European agency for external borders and for the adoption of measures to combat illegal immigration through maritime borders. On the subject of asylum, it was noted that work needs to be completed as soon as possible in order to create a European system. On EU enlargement, the objective of achieving the accession of Bulgaria and Romania in January 2007 has been confirmed. But in terms of the IGC negotiations and the adoption of the European Constitution, the Heads of State or Government were unable to reach agreement despite the compromise text presented by the Italian Presidency.
