6th Euro-Med Ministerial Conference, 03/12/2003
The Euro-Mediterranean ministerial conference united the Ministers for Foreign Affairs of 27 Member States of the Barcelona Process (the 15 Member States of the EU and the 12 Mediterranean Partners and, as "observers", the EU acceding countries). Present also were Christopher Patten, Member of the EC in charge of External Relations, Javier Solana, Secretary General of the Council of the EU and High Representative for Common Foreign and Security Policy (CFSP), Philippe Maystadt, President of the EIB, Amr Moussa, Secretary General of the Arab League, Habib Boularès, Secretary General of the Union of Arab Maghreb, and Ministers for Foreign Affairs of Libya, Mauritania, Bulgaria and Romania. The design of the "Euro-Mediterranean Foundation for dialogue between cultures and civilisations" was completed in Naples, and the future of the existing Euro-Mediterranean Investment Facility and partnership (FEMIP) was decided. In addition, the inclusion in the Partnership of a Euro-Mediterranean Parliamentary Assembly with consultative functions was sanctioned.
