Brussels European Council and Intergovernmental Conference, 16-17/10/2003

The European Council was preceded in the morning by the second session of the Intergovernmental Conference (IGC) which met at Heads of State or Government level, assisted by their respective Ministers for Foreign Affairs. The themes discussed were institutional questions about the future European Constitution. The European Council itself began at 4 p.m., with the usual meeting of the Heads of State or Government and the President of the EP. The discussions, which also included Ministers for Economy and Finance, continued the following morning and were concluded with a working lunch offered by the Italian presidency to the applicant countries. The principal decisions covered were: - confirmation of the initiative aiming to revive growth in Europe - the creation of a European agency for the management of the EU's external borders - confirmation of Jean-Claude Trichet as President of the ECB The Council also reviewed international topics, in particular the Middle East, Iraq, the WTO, but also Iran, where the Council's conclusions indicated that: "Iran must quickly and without condition sign, ratify and apply the additional protocol of the International Atomic Energy Agency to nuclear non-profileration". Moreover, Jacques Chirac, President of the French Republic, and Gerhard Schröder, German Federal Chancellor, took an unusual and highly symbolic step insofar as the French President spoke on behalf of the German Federal Chancellor, who could not attend.
