Thessaloniki European Council, 19-20/06/2003

At the meeting of the Thessaloniki European Council on 19 and 20 June 2003, the Heads of State and Government of the EU examined the draft European Constitution, the result of the work of the Convention on the future of Europe. The European leaders also came to an agreement on the elaboration of a European asylum and immigration policy and on the EU's common foreign and security policy (CFSP). The draft European Constitution presents several innovations: - the attribution of a legal personality to the EU - the end of the rotating Presidency of the EU, with the election of a President of the Council for a term of two and a half years - the restriction of the number of European Commissioners to 15 - the creation of an EU Minister for Foreign Affairs, notably in charge of the EU's common foreign and security policy (CFSP) - the increase of the legislative powers of the European Parliament - the integration of the EU's European Charter for Fundamental Rights into the Treaty - the establishment of citizen's right to initiate legislation - the possibility for a Member State to withdraw from the European Union In the margins of the Council the EU-Balkans Summit confirmed the European direction of the countries in the region
