Athens Informal European Council, 16/04/2003

During the information Athens European Council, the Heads of State or Government of the 15 Member States and the 10 acceding countries accepted the principle of creating a European Ministry for Foreign Affairs, but opinions differ on the question of the rotating Presidency of the Council and the composition of the Commission. Nevertheless, the draft European Constitutional Treaty will be ready for the Thessaloniki Summit in June 2003.
