Visit of an American and a British delegation to the ECSC High Authority
On 23 July 1952, the ECSC Treaty entered into force. Jean Monnet was named as President of the High Authority, and Paul-Henri Spaak as President of the Common Assembly. In August of the same year Max Kohnstamm, was named Secretary of the High Authority . It is in this capacity that he welcomed the American and British delegations to Luxembourg, a city which was chosen at the time as the ECSC'S temporary headquarters.
