Loyola de Palacio del Valle-Lersundi, Vice-President of the EC in charge of Transport and Energy, made proposals for the prevention and checking of oil tankers to avoid further oil slicks. She visited the Lantic Ruby, a ship in very poor condition; abandoned by its owners and the crew were detained in the port of Antwerp by maritime safety.
