The European Council met in Helsinki on 10 and 11 December 1999. The Millennium declaration was adopted. A number of decisions were taken marking a new stage in the enlargement process. There was a need for the Union to have efficient, reformed institutions, a reinforced common security and defence policy and a competitive, job creating economy.
