First meeting of the Single Commission - Rey Commission

On 8 April 1965 the Treaty merging the executives of the three Communities (ECSC, EEC, Euratom) was signed in Brussels and entered into force on 1 July 1967. The Treaty established a single Council and a single Commission of the European Communities. The single Commission took office for the first time on 6 July 1967 under the presidency of Jean Rey. In his opening speech to this first meeting, Jean Rey, President of the CEC, welcomed new members to the European executives and paid tribute to former Presidents, Vice-Presidents and Members of the Commission and the High Authority of the ECSC who were no longer Members of the single Commission. This first meeting mainly focused on internal measures to ensure continuity of then on-going works. The Commission also drew up the agenda for the following meetings and distributed competences among its members. Members who attended this first meeting included Raymond Barre, Vice-President of the CEC in charge of Economic and Financial Affairs and the Statistical Office, Fritz Hellwig, Vice-President of the CEC in charge of General Research and Technology, the Joint Nuclear Research Centre and Dissemination of Information, Lionello Levi Sandri, Vice-President of the CEC in charge of Social Affairs, Personnel and Administration, Sicco Mansholt, Vice-President of the CEC in charge of Agriculture, Guido Colonna di Paliano, Member of the CEC in charge of Industrial Affairs, Albert Coppé, Member of the CEC in charge of Budgets, Levies, Credit and Investment and the Information Service, Jean-François Deniau, Member of the CEC in charge of External Trade and Financial Control, Hans von Der Groeben, Member of the CEC in charge of Internal Market (commercial and fiscal) and Regional Policy, Wilhelm Haferkamp, Member of the CEC in charge of Energy, the Supply Agency, Safeguards and Controls, Edoardo Martino, Member of the CEC in charge of External Relations, Henri Rochereau, Member of the CEC in charge of Development Aid, Emmanuel Sassen, Member of the CEC in charge of the Rules of Competition, Emile Noël, Secretary General of the Commission of the EC, and Beniamino Olivi, Spokesperson of the Commission of the EC.
