Successively, he signed the Treaties of Rome in the name of the Federal Republic of Germany in 1957; from 10/01/1958 to 09/01/1962, he was President of the Commission of the EEC, in charge of Administration; from 10/01/1962 to 06/07/1967, President of the Commission of the EEC, in charge of Administration with the vice-presidents.
