The Informal European Council in Luxembourg met to discuss three subjects by order of importance: - Political and economic aid for the displaced population in Iraq, particularly the Kurds - The Gulf’s main problems: local disagreements, security and stockpiling of weapons, economic cooperation - The meeting between George Bush, President of the United States, and Jacques Delors, President of the CEC, and Jacques Santer, Luxembourgish Prime Minister
