The European Council of Cardiff set the milestones for Economic and Monetary Union, the process of enlargement, and proposals for Agenda 2000 on the reform of future policies and financing of the Union. A new process of economic reform and promotion of employment was established to allow the citizens of Europe as a whole to profit from the advantages of the EMU and the Single Market.
