Luxembourg Extraordinary European Council on Employment, 20-21/11/1997
The Heads of State and Government met in Luxembourg for the Extraordinary European Council in order to define a new approach concerning employment. On the European Union level, the "guidelines for employment" set the general tone, and national action plans for employment will be elaborated by the Member States in a plan to be carried out over several years.
