Luxembourg European Council, 02-03/12/1985

The European Council examined the economic and social situation in the Community with the help of an ECC report detailing the strengths and weaknesses of European economies. It underlined the importance of progress already accomplished by European economies in the last ten years in significantly reducing the energy dependency and in modernising traditional industries, while maintaining a high degree of openness for international competition. For the future, the Council reaffirmed that the completion of the internal market before 1992 and strengthening technological cooperation in Europe would be the basis for the international competitiveness of European economies and for facing the challenges posed by the third industrial revolution. The Council celebrated the significant progress accomplished by most of the Member States on the path to the reorganisation and recovery of the economy. The Council noted that this progress, as well as increased convergence of economic policies has already stabilised the unemployment rate in the Community, even reduced it in certain countries. The Council believed that based on this, European economies are capable of accomplishing better performance in terms of growth and employment. The European Council has also underlined the role that the EEC should play in recovering world trade, especially within the perspective of the next GATT multilateral negotiations. The Council also recalled the EEC’s responsibility towards countries of the third world whose economic growth and development will make them active partners in world trade. In the same spirit, the Council proceeded to exchange views on the numerous initiatives taken by each of the Member States to improve the functioning of the labour market. The European Council has asked the ECC to report, before the end of 1987, on the development of the European Monetary System and the liberalisation of financial markets.
