Luxembourg European Council, 01-02/12/1980

The European Council expressed its deep emotion following the catastrophe which affected parts of southern Italy. The Council of the European Communities was invited to take an immediate decision on the Commission proposal, in the framework of normal budgetary procedure, to give, in addition to emergency aid, exceptional aid measures, through a low interest loan, for reconstruction programmes in the affected areas to limit the effect of the catastrophe on the economic and social situation of these regions and to see to it that these measures achieve results as quickly as possible. The European Council stated that the continual rise in oil prices imposed on consuming countries is the main cause of the worldwide recession. The European Council believed that the perspectives of the European economy have never called for more vigilant attention. The European Council was particularly concerned by the rapid increase in unemployment in the Community Member States. It reaffirmed that the reduction of the rate of inflation and the improvement of company competitiveness and, through appropriate investment allowing the necessary structural changes, are the most appropriate, sustainable methods of ensuring better growth and fighting unemployment. The Council also discussed the following subjects: SME - Industrial innovation - International Trade - European union - Middle East - East-West relations - Lebanon - Jordan/Syria
