Viable and adequate pensions

Several European Councils, from Lisbon to Barcelona, have shed a light on the challenge posed by an ageing population and its implications for the maintenance of viable and adequate pensions. The challenge occupies a special place in the conclusions of the European Council held in Stockholm in March 2001 and which introduced the basis for the open method of co-ordination in the area of pensions. This method was finally launched by the European Council of Laeken in December 2001, on the basis of eleven common objectives arising from three main points: preserving the capacity of the systems to attain their social objectives, maintaining financial viability and responding to the evolution of societal needs. On December 17, 2002, the Commission adopted a global analysis, at the European Union level, of national pension schemes and of their capacity to face the challenge of demographic ageing. A report adopted jointly by the Commission and the Council will be communicated to the 2003 Spring Summit of Heads of State and Government in Brussels. The 11 common objectives in the area of pension schemes are: Adequacy: 1. Preventing the social exclusion of elderly people 2. Allowing retired persons to maintain their living standards 3. Promoting solidarity among and within generations Financial viability of pension schemes: 4. Raising employment rates 5. Prolonging the professional life cycle 6. Guaranteeing viable pensions within the framework of healthy public finance 7. Adjusting benefits and contributions in a balanced fashion 8. Ensuring that private pension schemes are adapted and financially healthy Adapting to evolving needs: 9. Adapting pension plans to new and more flexible employment and career schemes. 10. Responding to aspirations of more equality between women and men 11. Making pension schemes more transparent and proving their capacity to overcome obstacles
