Europe and Youth: the White Paper
Between May 2000 and March 2001, several million European youths from all origins, as well as organisations working for or with them were consulted. The white paper not only synthesises the claims expressed by young people but also includes concrete propositions. The decision to precede its publication by large consultation is the result of the desire to promote new forms of European governance consisting in opening the EU decision process to citizen participation and therefore, also, to young people.
