Ramadan says that he doesn’t believe that there is ‘a terrorist DNA’, but that people seem to find themselves by identifying with radical ideologies. As there is a thin line between radicalisation and violent extremism, the best response according to RAN is to plant seeds of doubt in the minds of at risk persons though dialogue with first line practitioners who have the potential to appeal to their hearts and minds. The interview concludes with Ramadan saying that as the world becomes more interconnected, events in places like the Middle East will have an even greater impact on Europe, but RAN will equally continue to work to counter the threat of violent extremism. He speaks of how the feeling of belonging, identity, and righteousness draw people towards extremist views. He describes how those who leave for countries like Syria go with the intention to kill or to be killed with the ultimate goal of martyrdom. Those who don’t succeed pose a great danger, as they may attempt to fulfil their mission at home. She shares her concern that isolation and a lack of social integration leads people to look for a quick solutions to their problems, such as leaving to fight in Syria, which over 30 young men from this community have done so far. She talks about how the council’s priority is to prevent people from acting on their radical views by getting them to develop new ties and identities within their current social context that are less radical. In coordinating the efforts of social workers, teachers, police, legal experts and other social agents, Vilvoorde want to offer its citizens a viable alternative to radicalisation. It shows how anyone can get involved in extremism. Although he always fit in socially in Sheffield, the English city he grew up in, he always felt a bit different due to his religion and ethnicity. Then he met the Hizb ut-Tahr group and was drawn to their radical, anti-establishment narrative. They offered him a sense of belonging and political direction. After a while however, Rashad began to realise that their ideology was dangerous and non-religious. Together with other like-minded Muslims, he went on to set up Centri, an organisation dealing with de-radicalisation and counter extremism efforts, where he continues to challenge extremist narratives in favour of a more tolerant, less politicised interpretation of Islam. The EU has funded 4,500 kilometers of roads in the Republic of Mali, thus becoming Mali’s first partner on road infrastructure and transport in general since independence. Kati’s toll station and weigh bridge, 18 kilometers North of Mali’s capital Bamako, is one of the capital’s main entry points for products such as cement, salt, sugar, rice as well as oil products, as it links to the port of Dakar, in neighbouring Senegal. Authorities say there is a high percentage of overweighing by truck companies. In total, 28 station tolls such as this one have been built in recent years, generating yearly revenue of €4 million. When added to fuel levy, revenues allocated to road maintenance reach almost €30 million / year. Fight against overweighing means control and law enforcement but also dialogue between all transport actors, together with accompanying measures in order to raise public awareness and strengthen private sector. In total, 550,000 people have received access to drinking water in Mali in the last five years thanks to a €40 million EU fund. The wells are equipped with counters. The cash paid by users supports the cost of maintenance of the water wells, pipes and tanks that were set up by the EU, thus supporting the long-term sustainability of this project. This project has had a positive impact on the health and economic development of villages like Sasandenge, where solar panels and agriculture livestock are clear signs of economic prosperity. A few kilometers away, a network of 125 kilometers of new irrigation channels built with EU fund is nearly finished and will provide access to 1000 farmers and their families and also to 2500 hectares of fertile and irrigated farming land. This €28 million infrastructure project is 90% funded by the EU and other international agencies. More than a third of the Malian economy lays on farming, a sector that employs 80% of the Malian population. A similar existing network of channels irrigates 1000 hectares of farm land. The channel brings fertility to the soil and smiles on the faces of the children who use it as a pool. The EU is to sign a €225 million state building contract with Mali in Brussels on May 15th 2013, aimed at restoring constitutional order through the organisation of free and fair elections. On 20 February 2013, the European Commission launched its Social Investment Package, calling all Member States to put more emphasis on social investment as part of their social policy reforms so as to better respond to the social emergency caused by the economic crisis and the longer-term demographic challenges Europe is facing. The size of the working age population in Europe is shrinking, while the proportion of older people is expanding rapidly. This calls into question the way Member States can finance their social protection systems to ensure their sustainability and adequacy. Social investment means putting resources on those policies that enhance people's capacities to participate in society and the labour market. Aiming also to reduce poverty, social exclusion and inequality, the SIP package states that preventative services keep larger economic and social costs from arising in the future, and in the support of the common EU objective to lift at least 20 million people out of poverty and social exclusion by 2020.
