This was adopted in 1984 by an overwhelming majority in the Parliament and provided an important inspiration for the strengthening of the EU Treaties in the 1980s and '90s. A cornerstone of Adenauer's foreign policy was the reconciliation with France. Together with French President Charles de Gaulle, a turning point in history was achieved: in 1963 the one-time arch-enemies Germany and France signed a treaty of friendship which became one of the milestones on the road to European integration. As president of the European Commission, Hallstein worked towards a rapid realisation of the Common Market. His energetic enthusiasm and his powers of persuasion furthered the cause of integration even beyond the period of his presidency. However, the speed of unification during the so-called Hallstein Period was legendary. The one-time Secretary of State in the German Foreign Ministry originally attained international recognition through the Hallstein Doctrine of the 1950s, which shaped German foreign policy for years to come, and had at its core the linking of the young democracy into Western Europe. The memory of post-war food shortages was still vivid and thus agriculture constituted a key element from the outset of the European Community. The Treaty of Rome defined the general objectives of a common agricultural policy. The principles of the Common Agricultural Policy (CAP) were set out at the Stresa Conference in July 1958. In 1960, the CAP mechanisms were adopted by the six founding Member States and two years later, in 1962, the CAP came into force. In no other region of the world have sovereign countries pooled their sovereignty to this extent and in so many areas of crucial importance to their citizens. The EU has created a single currency and a dynamic single market in which people, services, goods and capital move around freely. It strives to ensure that, through social progress and fair competition, as many people as possible enjoy the benefits of this single market. A new Germany is emerging, but the problems of the daily life become visible quite quickly. The aid of the Structural Funds of the Communities to the new five Länder will be over six billions of DM between 1991 and 1993: improve the infrastructures, fight against unemployment, restore environment. The application of the Common Agriculture Policy is also a big challenge. The multiple problems that hit Germany, and in particular the former German Democratic Republic, cannot be resolved within the country, but in a European context. Between 1952-55 he was the first president of its executive body. It would, however, be unjust to limit Monnet's influence to the economic sphere. His famous and much-quoted phrase was "We unite people, not states". Today's EU programmes for cultural and educational exchange follow in this tradition.
