Discussions focused on the need to get back to healthy fish stocks in Europe. The situation in the Mediterranean was alarming, with more than 90% of the stocks overfished, but a lot of work also needed to be done in the Atlantic where fish stocks were slowly recovering. The EU and the Faeroe Islands had disagreements about the sustainable management of mackerel, Atlanto-Scandian herring and blue whiting in the North East Atlantic. But the Islands agreed in July 2014 to end their unsustainable fishery. That's why the week before the EU lifted its trade measures that were imposed in reaction to the unsustainably high catch limits. The aim of this meeting was to reiterate the EU's commitment to the European perspective of all Western Balkan countries and support for the accession process, not least by facilitating increased regional cooperation. At the end of the Summit José Manuel Barroso and Angela Merkel gave a joint press conference with Edi Rama, Albanian Prime Minister and President in office of the South East European Cooperation Process (SEECP). The day after José Manuel Barroso visited the exhibition "Warsaw Uprising of 1944" together with Andreas Nachama, Director of the Foundation "Topography of Terror" (Topographie des Terrors), and Jerzy Margański, Polish Ambassador to Germany. This exhibition, running from 30/07/2014 to 26/10/2014, was set by the Warsaw Uprising Museum. Cecilia Malmström thanked the Minister and the Italian government for the immense work they had done under the "Mare Nostrum" operation. The country had contributed to saving more than hundred thousand people under very difficult conditions and this was something that needed to be acknowledged by the whole world. Cecilia Malmström and Angelino Alfano discussed the future of "Mare Nostrum" and how to manage migration in the Mediterranean. The "Mare Nostrum" operation was a response to the terrible event in Lampedusa, in October 2013. It was created as an emergency operation but it was not an effort that Italy could carry out all alone. The EC would do its utmost to make sure that the whole European Union, that all the Member States, would play an increased role in helping Italy to manage the migration issue in the Mediterranean. The EC and the country were working together intensely on a new operation of the European Agency for the Management of Operational Cooperation at the External Borders of the EU (Frontex), which aimed to increase the assistance to Italy. It was therefore decided that the two ongoing Frontex operations "Hermes" and "Aeneas" would be merged and extended into a new upgraded operation. They together attended in Zagarancea, Ungheni district, the opening of the gas interconnector between Ungheni (West of Moldova) and Iaşi (East of Romania), which gathered the pipeline of natural gas of the Romanian national transmission system with the Moldovan one. The 42 km long interconnector was the first and only direct gas pipeline connecting Moldova and the EU. The works started in August 2013. They cost 20 million € and had been co-financed by the EU. The gas interconnector would have a maximum transportation capacity of 1 billion m3/annually, covering around 1/3 of the gas consumption in Moldova. For the first time in its history, the country was able to get gas directly from the EU and international markets. Before that Moldova was 100% dependent on imported natural gas from Russia and had no domestic gas production. The proposed target goes beyond the 25% energy savings target which would be required to achieve a 40% reduction of CO2 emissions by 2030. At the same time the framework on energy efficiency put forward today aims to strike the right balance between benefits and costs. The Communication also reviews progress towards the European Union's 20% energy efficiency target for 2020. The EU is currently forecast to achieve energy savings of 18-19% in 2020; however, the agreed target of 20% can be reached if all EU countries fully implement the already agreed legislation. The Commission does not intend to propose new measures, but calls on the Member States to step up their efforts to ensure collective delivery of the 2020 target. It follows a growing number of calls for more involvement of cities in the design of EU policies and a greater coherence in the way Europe's institutions tackle urban challenges. The Commission's Communication "The Urban Dimension of EU Policies" describes the situation of cities across the EU and urban policies in the Member States as well as the global dimension of urbanisation. Thanks to the 1,3 billion euro allocated in the COSME budget for SME financing, it will be possible to mobilise up to € 25 billion euro via leverage effects from financial intermediaries over the next seven years. The agreement paves the way for providing equity and debt financing for SMEs under the EU Competitiveness of Enterprises and SMEs (COSME) programme by the end of 2014. Following the signature of the agreement, the EIF will open a call for expression of interest to which eligible financial institutions (banks, guarantee institutions, funds etc.) can apply. After a thorough due diligence process, the EIF will select financial intermediaries which can then make the new finance available to European SMEs across all sectors. The agreement fully took into account the differences in the level of development between the two regions. The EU will provide West African firms with conditions that are more advantageous than those that apply to European exports to Africa. In the negotiations, the EU committed itself to open its market to all West African products as soon as the agreement enters into force. The EC outlined the employment challenges and opportunities of the current transition towards a green, low carbon, energy and resource-efficient economy. The Green Employment Initiative Communication presents an integrated framework to allow labour market and skill policies to play an active role to support this transition. The Communication focuses on the importance of anticipating and establishing adequate skills policies to support workers in coping with structural change, of securing labour market transitions, and of strengthening governance and partnership-based initiatives. Following an in-depth investigation, the EC approved under the EU Merger Regulation the proposed acquisition of Dutch Telecom operator KPN's German mobile telecommunications business E-Plus by Telefónica Deutschland (Telefónica). The approval was conditional upon the full implementation of a commitments package submitted by Telefónica. The Commission had concerns that the merger, as initially notified, would have removed two close competitors and important competitive forces from the German mobile telecommunications market and that it would have further weakened the position of Mobile Virtual Network Operators (MVNOs) and Service Providers to the detriment of consumers. To address these concerns, Telefónica submitted commitments ensuring that new competitors would enter the mobile telecommunications market in Germany and that the position of existing competitors would be strengthened. These commitments removed the EC's concerns. Five Western Balkan countries and the Republic of Moldova secured full access to the European Union's new seven year research and innovation programme, Horizon 2020. All six countries have experience of cooperation on research and innovation with the EU through the seventh framework programme (FP7), and are seeking to build on this under Horizon 2020. After a vote by Members of the EP, Martin Schulz was reelected at this position. He made his acceptance speech on this occasion. José Manuel Barroso and the Members of the College of the EC then participated in the weekly meeting of the Barroso II Commission. It was the last weekly meeting for Viviane Reding, Vice-President of the EC in charge of Justice, Fundamental Rights and Citizenship, of whom the mandate ended on the same day, so she could take her functions as new Member of the EP. The day after José Manuel Barroso participated in the EP plenary session on the conclusions of the European Council of 26-27/06/2014 and on the outcomes of the Greek Presidency of the Council of the EU. Bernd Krieger, Director of the European Consumer Centre (ECC) Germany, Andreas Schwab and Robert Rochefort, Members of the EP, and Neven Mimica, Member of the EC in charge of Consumer Policy, then gave a joint press conference on the launch of the "ECC-Net: Travel" application. Developed by the European Consumer Centres Network (ECC-Net), this App provided legal knowledge and language support in 23 official languages plus Norwegian and Icelandic for consumers going abroad. The new Vice-Presidents of the EP were elected on the same day. Matteo Renzi, Italian Prime Minister, eventually presented the programme of the Italian Presidency of the Council of the EU, which would start on 03/07/2014. This visit took place in the wake of the European Council of 26-27/06/2014 which decided to grant Albania the status of a candidate country to the EU. In his speech at the Albanian Parliament in the presence of Ilir Meta, Speaker of the Albanian Parliament, José Manuel Barroso highlighted that this decision showed that the European perspective of the countries of South Eastern Europe was not just a paper exercise; it was real. He added that the EU's commitment to this perspective remained firm and that EU enlargement remained high on the agenda. José Manuel Barroso also met with Bujar Nishani, President of Albania. He eventually visited the Serious Crime Court of Albania which had been given competences over corruption offences by high level officials.
