Ministers also discussed actions to modernise public procurement in the context of the European Semester. During the meeting, a presentation of the start-up and scale-up initiative has been given, followed by an exchange of views. The Presidency presented a report of progress made on the ongoing work to reform the system of type-approval and market surveillance for motor vehicles. Finally, the Council was invited to take note of information on the following topics: the new proposal for a European Defence Action Plan, the state of play of the unified patent court and the unitary patent protection system; the recently released package for services in the internal market and competitiveness aspects in the field of transport in the internal market. Moreover, the Maltese Presidency informed the Council on the agreement reached with the European Parliament on rules to ensure cross-border portability of online content services in the internal market.
