Opening statement by Dimitris Avramopoulos, membre de la CE, on Jurisdiction, recognition and enforcement of decisions in matrimonial matters and matters of parental responsibility, and international child abduction, extracts from the plenary session of the EP
On 17 January 2018, Dimitris Avramopoulos, Member of the EC in charge of Migration, Home Affairs and Citizenship, participated in a plenary session of the EP on jurisdiction, recognition and enforcement of decisions in matrimonial matters and matters of parental responsibility, and international child abduction, in Strasbourg, France. In its work programme for 2016, the European Commission confirmed, as part of the REFIT initiatives, that it would carry out an assessment of the application of the Regulation (EC) No 2201/2003 on jurisdiction, recognition and enforcement of judgements in matrimonial matters and matters of parental responsibility (commonly known as the Brussels IIa Regulation). The purpose of the regulation is to bring the provisions on cross-border recognition of decisions regarding divorce and parental responsibility together in a single legal instrument. It does not deal with substantive family law matters. These are the responsibility of individual EU countries. This regulation is also concerned with child abductions and complements the Hague Convention of 25 October 1980 on the civil aspects of international child abduction. It applies to all Member States, except Denmark since 1 March 2005. This video shows the opening statement made by Dimitris Avramopoulos on this occasion.
