Competitiveness Council, 3519th meeting
On 20 February 2017, Christian Cardona, Maltese Minister for the Economy, Investment and Small Business, chaired the 3519th Council of Competitiveness concerning Internal Market, Research and Space in Brussels. The Council was invited to agree on a general approach to strengthen consumer protection cooperation in the internal market. Ministers exchanged views on the regular Competitiveness check-up, which allows them to address key issues of the real economy. This time it focused on intangible investments in EU businesses. Ministers also discussed actions to modernise public procurement in the context of the European Semester. During the meeting, a presentation of the start-up and scale-up initiative has been given, followed by an exchange of views. The Presidency presented a report of progress made on the ongoing work to reform the system of type-approval and market surveillance for motor vehicles. Finally, the Council was invited to take note of information on the following topics: the new proposal for a European Defence Action Plan, the state of play of the unified patent court and the unitary patent protection system; the recently released package for services in the internal market and competitiveness aspects in the field of transport in the internal market. Moreover, the Maltese Presidency informed the Council on the agreement reached with the European Parliament on rules to ensure cross-border portability of online content services in the internal market. Without discussion, the Council adopted conclusions on patents and plant breeders' rights. Employment, Social Policy, Health and Consumer Affairs Council, 3507th meeting
Ján Richter, Slovak Minister for Labour, Social Affairs and Family and President in office of the Council, Marianne Thyssen, Member of the EC in charge of Employment, Social Affairs, Skills and Labour Mobility, and Valdis Dombrovskis, Vice-President of the EC in charge of the Euro and Social Dialogue, held a joint press conference following the meeting of the Employment, Social Policy, Health and Consumer Affairs Council on 8 December 2016 in Brussels.
During the Employment and Social Policy session, the Council reached a general approach on three new regulations governing the European foundation for the improvement of living and working conditions (Eurofound), the European agency for safety and health at work (EU-OSHA) and the European centre for the development of vocational training (Cedefop). Ministers exchanged views on the European Semester 2017, following the economic package presented by the Commission in November. The Council approved the employment and social aspects of the euro area draft recommendation. The Council held a policy debate on the European pillar of social rights. The Council took stock of progress on the posting of workers directive, as well as on accessibility and equal treatment directives. The Council adopted conclusions on "The implementation of the Youth guarantee and the Youth employment initiative", "Accelerating the process of Roma integration", and "Women and poverty". Finally, without discussion, the Council adopted a new directive to reduce air pollution, and rules to facilitate the development of institutions for occupational retirement provision (IORPs), aimed at better protecting pension scheme members.
