European Parliament

The European Parliament (EP) is directly elected by European citizens: the Lisbon Treaty strengthens democratic control of the EU by giving a stronger role to Parliament and by generalising the “co-decision” procedure between the Parliament and the Council. The co-decision procedure is now the norm in EU law-making.

Following President Barroso's pledge to build a "special partnership" with Parliament in his political guidelines for the next Commission , one of my priorities at the beginning of the mandate was to negotiate a framework agreement with the EP, setting-out ground rules for our bilateral relations, which was agreed in October 2010. 

This agreement builds on the successful relations between the two institutions during the previous Commission and includes changes to current practice resulting from the Lisbon Treaty, such as inter-institutional programming, flow of information and full access to legislative documentation.
