Closure of an internal investigation regarding the use of European Commission official vehicles outside the framework of official missions

The European Anti-Fraud office (OLAF) has closed an internal investigation, opened in February 2000, regarding the use of European Commission official vehicles outside the framework of official missions.

The facts at issue relate to the use of two official vehicles by a former Commissioner and the connected misuse of drivers and fuel expenses.

OLAF has concluded that, having regard to national legislation and the current state of internal regulations within the European Commission relating to the use of official vehicles and drivers, that there is no case to transmit to any competent judicial authority. The Office has however recommended that

  • the question of the use of official vehicles and drivers by Commissioners should be clarified so as to avoid similar situations in the future
  • should the case arise, the application of disciplinary procedures by the competent authorities (President of the Commission and Secretary General) would be envisaged
  • recovery of the sums wrongly spent would be sought from all persons who received sums not justified by official missions

OLAF has decided to publish this press release because of numerous rumours and speculation, which have recently appeared in the media. Its goal is to clarify this issue.

No further comment will be made on the internal investigation.
