Call for Proposals: Hercule II – Anti-Fraud-Training – 2013   Closed

Objectives and Priorities

This Call for Proposals relates to Chapter 8 of the Financing Decision 2013 for the implementation of the Hercule II Program, 'Anti-Fraud Training'.

The aim is to support training activities which contribute in a preventive and/or operational way to combating fraud detrimental to the financial interests of the European Union

The following training priorities have been identified for this Call:

  • Training actions needed for installing, operating and maintaining technical equipment needed to support and strengthen the operational capacity of law enforcement agencies in their activities to protect the financial interests of the EU;
  • Training of law enforcement staff to operate x-rays scanners purchased in order to inspect vehicles, containers and trucks at the EU's internal and external borders to detect illicit consignments of tobacco, cigarettes and other smuggled goods;
  • Training of law enforcement staff for the correct interpretation of the images generated by x-rays scanners used in the detection of illicit goods, in particular smuggled or counterfeited cigarettes and tobacco, or in other operations undertaken by law enforcement agencies;
  • Activities undertaken by trainers of animals (such as sniffer dogs, rats, pigs or bees) used in the detection of illicit goods, in particular smuggled or counterfeited cigarettes and tobacco, or in other operations undertaken by law enforcement agencies.

Eligible Applicants

Only national or regional administrations of a Member State which promote the strengthening of Union action to protect its financial interests, as defined in Article 3 of the Hercule II Programme.

Applicants may submit only one application within this Call.

Budget and project duration

  • The total budget available is estimated at EUR 1 000 000.
  • EU co-financing will be provided to a maximum of 80 % of the total eligible costs.
  • Please note an error occurred in the eligible dates as referred to in OJ C 378, 24.12.2013, p. 34:
    The activities under this call for proposals must relate to a project starting on 15th September 2014 at the earliest and finishing on or before 15th  September 2015 at the latest (instead of 15th June 2014-15th June 2015).
