The third Occasional Paper of the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Being focuses on agriculture, the second largest employment sector of the OSCE region. It analyses the current challenges within the agricultural sector and the structural issues that cause or exacerbates a worker's vulnerability.

The report examines human trafficking for labour exploitation in the agricultural sector throughout the OSCE region. It shows that general characteristics of agriculture and recent trends of globalisation and migration have combined to make agricultural workers especially vulnerable to exploitation and trafficking.

The paper concludes that combating trafficking in the agricultural sector will require identification and prosecution of criminal cases, as well as enforcing workers' rights generally, regardless of migration or employment status.
