Measuring Responses to Trafficking in Human Beings in the European Union: An Assessment Manual
European Commission/Mike Dottridge, 2007, 86 pages
This manual is intended to enhance the capacity of EU Member States to develop and implement policies and strategies in response to human trafficking. The manual presents a checklist of a total of 55 indicators/questions. These indicators will allow Member States to measure their progress, in particular in implementing recommendations made in the Report of the Experts Group on Trafficking in Human Beings (published by the European Commission on 22 December 2004).
The manual consists of four separate but overlapping parts. Part I focuses on six guiding principles, which are essential foundation stones if the range of other actions required to combat trafficking in human beings are to be successful. The subsequent three parts focus on prevention (Part II), protection and assistance (Part III) and law enforcement strategies (Part IV).
Appendix II contains a table summarising the 55 'key questions' for Member States.
