The second Occasional Paper of the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings focuses on the specifics of labour exploitation. It emphasises on the identification, prevention and prosecution of offenders with the final goal of preventing trafficking and bringing justice for victims.
The study concludes that greater efforts need to be made to criminalise the offence in national law in a manner consistent with the Palermo Protocol. There is also a need to ensure that all types of protection and assistance are available to victims. Finally, States need also to propose multifaceted responses which encompass all relevant policy areas.
The text is based on the 3rd and 5th Alliance in Trafficking in Persons Conferences and aims to assist participating States in the development and implementation of national anti-trafficking policies in compliance with OSCE commitments and other international obligations.
