The 2005 Council EU plan on best practices, standards and procedures for combating and preventing trafficking in human beings provides for specific actions to be implemented by Member States, the Commission and other EU bodies. The Action Plan adopts an integrated human rights-based approach and focuses on the protection and assistance of the victims of human trafficking. Actions include coordination, collecting of data, prevention, reducing demand, investigating and prosecuting, protecting and supporting victims, return and reintegrating victims and external relations. Additionally, the plan demands Member States to swiftly transpose Directive 2004/81/EG (on the residence permit issued to third-country nationals who are victims of human trafficking or who have been the subject of illegal immigration and who co-operate with the competent authorities) into their domestic laws and national strategies.
