The Leader+ programme in France is implemented at the national level. It was developed by DATAR together with the Ministry for Agriculture. LAGs were selected following two calls for applications, on the basis of a two-step procedure: firstly, a regional preselection with a thorough technical evaluation, and secondly, the final decision taken by a national selection committee, composed of institutional and socio-economic partners as well as national associations.
Cooperation projects are approved by a national selection committee which meets 4 times a year.

PRINCIPAL INSTITUTIONS INVOLVED

  • Delegation for the regional development and action (Délégation à l’aménagement du territoire et à l’action régionale – DATAR) has developed the programme together with the Ministry for Agriculture, and is in charge of its political monitoring.
  • National center for the development of the structures of agricultural holdings (Centre National pour l’Aménagement des Structures des Exploitations Agricoles – CNASEA), in its capacity of managing authority, chairs, along with DATAR, the national Leader+ monitoring committee. It has been particularly involved in the LAGs selection and ensures that the programme is carried out according to the EC rules. It is active at the national level, and also has regional representation which provides direct contact with the LAGs, especially on eligibility and procedural matters.
  • L’Unité Nationale d’Animation plays the role of the national National Network Unit, which has been run by Cabinet RCT, a private consultancy, since June 2003.
  • Five Interregional Network Units (Réseaux Interrégionaux d’Animation – RIA) have been established between end 2003 and 2004 as interface between the LAGs on the field, the national and European levels and other rural development actors.
