The present report is the result of a study carried out for the Directorate General of Agriculture of the European Commission by a group of experts from 9 countries of the European Union. The Group, in total, contained expertise in agricultural economics and rural sociology, environmental economics and rural development, market analysis and political economy. The report is published with authorization of the European Commission as a contribution to the ongoing debate on the future of the Common Agricultural Policy. It does not necessarily reflect the opinion of the Commission services and in no way prejudges the Commission's official position in this matter.
