Transparency: Agriculture Council agrees to full disclosure of CAP recipients

The Agriculture Council yesterday agreed to the full disclosure of all recipients of financial support under the Common Agricultural Policy. The principle of transparency was already agreed as part of the revision of the Financial Regulation last year. This week's agreement sets in stone the principle that Member States will publish all recipients of money paid out under the CAP, regardless of how much aid they receive. For money paid out under Rural Development, the publication will cover expenditure made as from 1 January 2007, and for direct aids and market measures, expenditure as from 16 October 2007 (budget 2008) will be covered. The Commission will now have to come forward with detailed implementing rules.
