NB: The publication of National Frameworks for environmental actions (NEF) concerns only 21 Member States. The other Member States either have a temporary derogation concerning the establishment of a NEF (this is the case for Bulgaria and Romania until the end of 2010) or are exempted from the obligation of establishing a NEF since they have no recognised producer organisation in the fruit and vegetable sector (Estonia, Lithuania, Luxembourg and Slovenia).
