Evaluation of policy measures in agriculture

Evaluation pursues to contribute to decision making concerning the Common Agricultural Policy. Evaluation information on the effectiveness, efficiency and relevance of measures applicable to agriculture supports the management and, where necessary, the  adaptation of policy measures and enhances accountability.

The evaluation projects examine in particular the impacts of the measures of the Common Agricultural Policy on market equilibrium, farm incomes, production structures, the environment, and rural development. The evaluation projects are prepared and managed by the Commission's Directorate General for Agriculture and Rural Development, in co-operation with other Commission services. They are carried out by independent experts, with contracts established through tendering procedures. Each evaluation study undergoes a strict monitoring and is subject to a quality assessment according to established quality benchmarks. Results are disseminated, together with the quality statement, to decision makers inside the Commission and other European Institutions and they are published on this web site.

In view of ensuring good practice of evaluation the Directorate General for Agriculture and Rural Development has published evaluation guidelines for the Commission's and Member States' use, in line with the Commission's evaluation standards.

The evaluation plan forms part of the Annual Management Plan of the Directorate General for Agriculture and Rural Development. In the first trimester of each year, a prior information notice for the year's evaluation projects planned is published in the Official Journal. The concrete start of a tender procedure is announced through a tender notice, also published in the Official Journal. Both the prior information notice and the tender notice are equally published on this web site.
